Adult Education in Türkiye

The adult education system in Türkiye is structured within a comprehensive Lifelong Learning framework, shifting from traditional "public education" to a more dynamic, individual-centered paradigm. The primary authority responsible for coordinating these activities is the Ministry of National Education (MoNE), specifically through the General Directorate of Lifelong Learning.
The backbone of the system is the network of nearly 1,000 Public Education Centers located in every district across all 81 provinces. These centers provide a wide range of programmes categorized into two main streams: Vocational-Technical courses (focused on employability and skill-building) and General courses (encompassing literacy, socio-cultural activities, and hobbies). Other significant providers include Maturation Institutes (preserving traditional arts), municipalities, NGOs, and higher education institutions though open universities.
Education in Türkiye focuses on the 8 Key Competences aligned with the European Reference Framework:

Current strategic goals, as outlined in the 2024-2028 Strategic Plan, prioritize digital transformation, green skills, and the social inclusion of disadvantaged groups, including women, immigrants, and people with disabilities. Furthermore, the Turkish National Agency plays a crucial role by utilizing Erasmus+ funds to foster internationalization, allowing institutions and staff to adopt innovative European pedagogical practices. This multi-actor system aims to enhance the "cradle to grave" learning culture, ensuring that adult education serves as a tool for both personal fulfillment and national economic development.
