The research design agreed upon within the network includes a mixed-methods approach. Therefore, the first survey round consisted of various different modules. The methodological concept was not fully implemented by all partner countries as the network allowed an individual approach based on the needs and capacities of the member countries. In addition, several countries joined during the implementation of the survey round.

Module 1 - Document Analysis

Module 1 comprised the analysis of existing studies, programme and project documents as well as the data collected by the European Commission and the National Agencies as part of the funding processes and for monitoring purposes.

Module 2 - Online Survey

An online survey was organised in 15 countries addressing all organisations that implemented and completed at least one Erasmus+ project between 2018 and 2022.

Module 3 - Case studies

Case studies were implemented in order to gain additional insights into the impact mechanisms of the Erasmus+ Programme and to collect examples to illustrate the results of the online survey. Interviews were conducted with project coordinators, staff members and, whenever it was possible also with learners.

Module 4 - Interviews with Learners

Only since 2021 has the mobility of adult learners (individual or group mobility) been eligible for funding as part of KA1 Erasmus+ projects. The study was particularly interested in findings on the effects of mobility at an individual level and on obstacles that can make participation in mobility programmes more difficult.

Module 5 - Interviews with non-participating countries

To analyse the obstacles to participation in Erasmus+ at the organisational level, telephone interviews in were conducted with organisations that had not participated in Erasmus+ in recent years or with which the National Agencies had been in contact for the purpose of acquiring project applications and which had ultimately decided against submitting an application.

Position Paper

As a result of the findings of the first survey round the RIA-AE Network released a position paper highlighting the unique value of the Erasmus+ Programme in strengthening adult education across Europe. The paper underscores Erasmus+ as a driver of inclusion, innovation, and professional development—especially for learners with fewer opportunities.

While praising the programme’s wide reach and transformative potential, the network emphasizes that more tailored approaches are needed to support adult learners, who often face complex barriers to participation. Addressing these challenges requires sustained investment, trust in providers, and recognition of the sector’s diversity.

The national results and reports have formed the basis for a European synthesis report. In addition, a factsheet for the European synthesis report is available.
