Adult Education in Slovenia

Adult education in Slovenia is founded on the principle that learning is a lifelong process, taking place in diverse environments and through various forms of participation. Its purpose is to support the comprehensive development of individuals and the wider community. To achieve this, Slovenia offers a broad and varied range of programmes and learning activities designed to accommodate the everyday realities of adult learners. The overarching aim is to ensure that as many adults as possible have access to meaningful learning opportunities and are encouraged to participate in both educational and support activities.
The system includes several core components such as adult education within officially recognised upper secondary programmes, programmes specifically designed for adults, and a variety of adult learning activities that promote personal, civic, cultural and professional growth. The state also awards national prizes in education, recognising achievements in the field.
Public interest in adult education is defined through the National Programme of Adult Education, adopted by the National Assembly upon the proposal of the Government, typically for a ten year period. The Resolution on the National Programme of Adult Education 2013–2020 (ReNPIO 2013–2020) provided strategic direction for adult education policy at the national level. It contributed to the systemic regulation of the field by ensuring stable funding, identifying priority areas and outlining key developmental tasks. The programme covers education, training, further training and learning for individuals who have completed compulsory schooling. In terms of obtaining officially recognised qualifications, it places emphasis on basic education, upper secondary vocational technical and general education, as well as short cycle higher vocational education for adults.
The objectives of ReNPIO 2013–2020 include raising the educational attainment of the population, strengthening basic capabilities, improving the employability of the active population, expanding opportunities for learning and participation, and enhancing general education levels. The programme aims to ensure that all adults have access to high quality learning opportunities that support the full realisation of their human potential. By connecting personal experience with broader socioeconomic, cultural and environmental factors, adult education equips individuals to act, reflect and respond effectively to social, political, economic, cultural and technological challenges, while contributing to community building.
Oversight of legislation and activities in adult education is carried out by the Inspectorate of the Republic of Slovenia for Education and Sport. Implementation of the national programme is defined through the Annual Adult Education Programme, prepared by competent ministries and adopted by the Government, and carried out through public calls and tenders.
