The RIA-AE Network has published the first transnational report on the impact of the Erasmus+ Programme in adult education across Europe. The study, conducted in 15 countries between September 2023 and March 2024, examines the effects of Erasmus+ Key Action 1 (learning mobility) and Key Action 2 (cooperation projects) on organisations, staff, learners, and the wider adult education sector.
The report shows that Erasmus+ successfully supports a broad range of adult education organisations and learners, particularly learners with fewer opportunities. Beneficiary organisations report strong added value from the programme and emphasise that many international activities would not have been possible without Erasmus+ funding.
The findings highlight significant positive effects on internationalisation, digitalisation, inclusion and diversity, and active citizenship. Many organisations developed new curricula, training materials, and digital tools through Erasmus+ projects, while also strengthening international partnerships and improving their learning offers.
Erasmus+ participation also has a strong impact on staff and learners. Adult education professionals improved their international, pedagogical, and intercultural competences, while learners benefited from increased self-confidence, broader social networks, and better opportunities for further education.
At the same time, the report identifies challenges for newcomers, including limited staff capacity, financial constraints, and administrative barriers. While Erasmus+ contributes positively to cooperation within the adult education sector, its impact on policy-making remains limited.
The report concludes with recommendations for strengthening the inclusiveness, accessibility, and long-term impact of Erasmus+ in adult education across Europe.
